The Government of Vanuatu recognises that effective institutions and the inter-relationships between them are at the heart of its ability to respond to growing climate and disaster risks. To this end, a comprehensive analysis of climate and disaster risk governance is undertaken.
A critical precursor is the development of a risk profile for Vanuatu that identifies the key risks and vulnerabilities that Vanuatu's risk governance institutions must address. Currently there is no single, up-to-date and easily accessible document that summarises the major studies of risk undertaken to date.

The Mini Census was conducted in response to the recent disasters affecting the country, to update the list of households affected by the disasters. The Mini Census also provide an opportunity to update basic counts of certain government programs and policies.
Apart from basic count of population and households, information such as the birth certificate registration, the electoral card registration, the RSE/SWP participation and people with bank accounts can be found in the report. Other household information include disaster related information, use of telecommunication network, agriculture, fisheries and livestock information, use of solar lighting and value adding activities. There is information on water, sanitation and many more.

This report aims to inform developing member countries of the most recent regional climate change projections and to assess the consequences of these changes for human systems. It also highlights gaps in the existing knowledge pertaining to the impacts of climate change, and identifies avenues where research continues to be needed. The information and insights presented in this report will contribute to scaling up the efforts of the Asian Development Bank (ADB) in building climate resilience in its developing member countries in the years and decades to come.

In 2013, the Government of Vanuatu and UNDP requested technical assistance from the USAID funded Adapt Asia-Pacific Project to support four specialists, including an International Gender Advisor, to prepare the “Adaptation to Climate Change in the Coastal Zone in Vanuatu Project” (VCAP). The USAID Adapt Advisors worked closely with the UNDP funded consultants and staff from all implementing partner (IP) agencies including the Ministry of Climate Change (MCC), the Department of Local Authorities (DLA), the Public Works Department (PWD) and the Vanuatu Meteorological and Geohazards Department (VMGD) in preparing the project. In-country design work, including visits to all proposed V-CAP sites, was carried out in late 2013.
The aim of the project is: “To improve the resilience of the coastal zone in Vanuatu to the impacts of climate change in order to sustain livelihoods, food production and preserve/improve the quality of life in targeted vulnerable areas”.

The lack of incentives for the effective participation of farmers in the fruits and vegetable sector leading to an increased reliance and dependency on imported forms of fruits and vegetable products in the domestic markets have been attributed to a number of factors of which inconsistency in supply and deficient quality in fruits and vegetable products are more prominent. These dual negative factors are the direct result of the lack of coordination and management of the sector. Results from wide consultations with respective stakeholders identified an array of key strategies which have been proposed as means for addressing these shortfalls.
The central focus of this fruits and vegetable strategy is targeted on addressing issues pertaining to food security, health and nutrition, climate change and disasters, increased escalation of imported fruits and vegetable products leading to widening of trade deficiency and the inherent constraints within the supply chain. The main issues and challenges identified have been lumped into four main clusters.
First in these issue clusters are those relating to support services critical for effective coordination of the sector, the improvement of standards, strengthening of internal and external networking and the building of data collection and dissemination mechanisms within the sector.
Secondly, those infrastructure issues that have implications for the development of the sector from seeds to marketing have also been identified and proposed for addressing through improved and upgraded market centres, establishment of storage and testing facilities and the construction of appropriate nursery and irrigational facilities.

The Vulnerability and Needs Assessment (VNA) is a participatory social engagement tool that elicits information in a group setting about communities in a comprehensive, multi-sector approach. VNA’s allow for community members to identify for themselves any relevant vulnerabilities using their contextual knowledge (including those posed by climate change and natural disaster), contribute valuable baseline data about their community as well as define community priorities for development in a fairly short span of time.

Vanuatu, an archipelago of 80 islands with a population of approximately 250,000, is among the most disaster-prone countries in the Pacific. It regularly experiences tsunamis, floods, volcanic eruptions, cyclones, landslides, fires and disease outbreaks. UN Office for the Coordination of Humanitarian Affairs (UNOCHA) ranks Vanuatu twelfth in the Asia Pacific Region for the frequency and severity of its natural disaster.
UNICEF is the co-lead of the Water cluster which, under the leadership of the National Disaster Management Office (NDMO), together with the Department of Geology, Mines, and Water Resources (DGMWR) responds to national emergencies.
Collectively, the Vanuatu WASH cluster has recognized that a lack of readily available, officially endorsed, standardized set of key messages and IEC materials to address critical life-saving safe water, sanitation and hygiene behaviours in an emergency context presents a gap in its current disaster risk reduction and management preparedness and response practices.
To address this gap, UNICEF seeks to partner with Adventist Development and Relief Agency (ADRA), and NGO that is a member of the WASH cluster and has expertise in Water, Sanitation and Hygiene Promotion and Emergency Response to coordinate and manage the preparedness and response efforts of this project. As an implementing partner, ADRA would provide technical support, coordination and management of stakeholder consultations, pretesting, production, prepositioning and provide training to stakeholders in Vanuatu to use the WASH in emergency standardized messages and IEC materials developed.

Vanuatu 2030 is our National Sustainable Development Plan for the period 2016 to 2030, and serves as the country's highest level policy framework. It is founded on our culture, traditional knowledge and Christian principles, and builds on our development journey since Independence in 1980. We have already achieved a great deal,as we have encountered many difficulties and setbacks, some from natural disasters. Our most recent national plan, the Prioritiesand Action Agenda 2006-2015 sought to deliver a just, educated, healthy and wealthy Vanuatu. It was the first concerted attempt to link policy and planning to the limited resources of government. As we look ahead to the next 15 years, we now seek to further extend the linkages between resources, policy and planning to the people and place they exist to serve. In effect our development journey remains on the same course, but we are upgrading the vehicle to get us there in a more holistic and inclusive way

The Pacific Islands region is experiencing climate change. Key indicators of the changingclimate include rising carbon dioxide in the atmosphere, rising air and sea temperatures,rising sea levels and upper-ocean heat content, changing ocean chemistry and increasingocean acidity, changing rainfall patterns, decreasing base flow in streams, changingwind and wave patterns, changing extremes, and changing habitats and species distributions.Currently, the most vulnerable areas include low islands (atoll islands and otherislands that rise only a few feet above present sea level), nearshore and coastal areas,and coral reefs. High-elevation (particularly alpine and subalpine) ecosystems are alsovulnerable. The climatic changes are affecting every aspect of life. Freshwater suppliesfor natural systems, as well as communities and businesses, are at risk. Food security isthreatened through impacts on both agriculture and fisheries. The built environment isalso at risk from coastal flooding and erosion as sea levels incrementally increase. Lossof habitat for endangered species such as monk seals, sea turtles, and Laysan ducks isexpected along with increased coral bleaching episodes, expansion of avian malaria tohigher elevations, and changes in the distribution and survival of the areas’ marine biodiversity.Over the coming decades, impacts are expected to become more widespreadand more severe.

Executive Summary
Every Ni-Vanuatu citizen should have access to safe water sufficient to meet basic needs,
including drinking, cooking and sanitation. The relatively abundant supply of fresh water in
Vanuatu should further increase livelihoods’ opportunities and be fully harnessed to improve the
overall economic standing of the country, both now and in the future.
As Vanuatu’s population grows so demands on existing water sources will increase. These
demands when combined with the increasing risk of pollution and climate related changes could
be expected to limit the future availability of potable water, constrain its productive use and impact
negatively on Vanuatu’s most precious resource, its pristine natural environment.
This National Water Strategy aims to address these issues by overcoming constraints that limit
sustainable development of the water sector including factors related to finances, human
resources, institutions and operations. In doing so, it gives effect to the NWRA, PPA and MTDF
directive of the Government of Vanuatu requiring detailed strategies and plans for all the
Government Departments.
At the institutional level, the strategy proposes a major change in the role of the Department of
Geology, Mines and Water Resources from that of service provider to main proponent and
facilitator of a new integrated water resource management approach. This will require taking a
holistic, integrated, coordinated and decentralised approach, involving collaboration with
communities, private sector and local government stakeholders.
Key operational elements of this Strategy are the progressive devolution of responsibility,
authority and resources for water resources management down to provincial government level

This report assesses adaptive capacity in the Tegua island community in northern Vanuatu and examines the role of the ‘Capacity Building for the Development of Adaptation Measures in Pacific Island Countries’ (CBDAMPIC) relocation project in shaping it.
This case study illuminates the opportunities for, and barriers to, adaptive capacity in the Tegua island community in northern Vanuatu, using a Pacific-specific analysis framework developed by a collaborative effort between the University of the South Pacific (USP), the Red Cross and the Secretariat of the Pacific Community (SPC). It examines the experiences of the community in a pilot project involving relocation and water resource management as part of the regional Capacity Building for the Development of Adaptation Measures in Pacific Island Countries (CBDAMPIC) program for climate change adaptation. In particular, it examines the impacts of the CBDAMPIC pilot project in shaping adaptive capacity in this community.

The Forty-Seventh Pacific Islands Forum was held in Pohnpei, Federated States of Micronesia from 8 – 10 September 2016 and was attended by Heads of State and Government of Australia, the Cook Islands, Federated States of Micronesia, the Republic of Nauru, New Zealand, Papua New Guinea, Republic of the Marshall Islands, Samoa, Tonga, Tuvalu and Vanuatu. The Solomon Islands was represented by their Deputy Prime Minister, the Republic of Fiji, Niue and the Republic of Palau by their Ministers of Foreign Affairs and Kiribati by a Special Envoy. The Forum Leaders’ Retreat was held at FSM Congress Chamber in Palikir on 10 September 2016.

Ocean warming may well turn out to be the greatest hidden challenge of our generation. This report represents the most comprehensive review to date on ocean warming. To build up the report, leading scientists from around the world were invited to join with colleagues to contribute individual chapters. It contains many recommendations from the scientists on capability gaps and research issues that need to be resolved if we are to tackle the impacts of ocean warming with greater confidence in the future. The focus of the report is on gathering facts and knowledge and communicating this to show what is now happening in and to the ocean. There is purposefully much less focus on political ramifications. We hope that this report will help stimulate further debate and action on such issues.

This report uses these generic methods to provide recommendations for climate resilient development in the PICs in the following sectors: coastal protection, flood management, water resources management, protection of infrastructure against changes in temperature and precipitations, protection of buildings against cyclone winds, and adaptation in the agriculture sector.
A new World Bank report has highlighted the need for Pacific Island countries to better incorporate climate and disaster risk management into planning and development, while proposing priority investments and policies to boost resilience to the year 2040.
Launched in Fiji today at the Symposium on Climate Change Adaptation in the Pacific Region, Pacific Possible: Climate and Disaster Resilience considers the economic costs of climate adaptation, and proposes adaptation strategies for areas including infrastructure and buildings, coastal protection, water resources, flooding and agriculture, with special consideration given to the unique challenges of atoll islands.
“Climate change and extreme weather events have the potential to adversely affect coastal zones, water resources, health, infrastructure, agriculture and food security,” said Denis Jordy, Senior Environmental Specialist at the World Bank. “And if new investments are not properly planned, they risk exacerbating the impacts of natural hazards and climate change by increasing the vulnerability and exposure of those at risk.”

The Monitoring Indicators Survey, developed with Intercluster guidance, engages real-time national data collection from the ground up through the even targeting of mobile users located throughout Vanuatu. The purpose of the Monitoring Indicators is to identify thematic hotspots and to track changes any over time.
Hotspots are determined based on the percentage of respondents, which is approximately 20 per area. Low numbers (1-3 respondents) can create high percentages from one response, and are therefore highlighted. Areas of most interest are hotspots identified as red, orange or yellow due to the higher percentages of respondents citing difficulties or challenges. It is recommended that further sectoral analyses are directed toward hotspots of interest to determine causation or identify relevant cross sectoral correlations. In the table below, hotspots are approximated geographically into North, East, South, West and Central. In the accompanying maps, hotspots are visible by Island and Area Council.
