Welcome is the third edition of the NAB Secretariat newsletter. This quarterly newsletter is an initiative to share information on the Secretariat’s activities in coordinating climate change and disaster risk reduction related programs and initiative aiming at strengthening and increasing the resilience of our people and communities to the issues affecting them as a result of climate change and natural disasters.
In this third edition, we provide an overview of the third (3) and fourth (4) NAB Meetings, the list of projects and documents endorsed by the NAB Board Meetings in year 2022, the staff profile for the NAB secretariat staff, The Launching of the CCDRR second edition and the implementations Phase Two (2), the NAB portal training for both government sectors and non-government sector. Furthermore in this edition we have the provincial awareness held in Tafea and Sanma Province for the CCDRR Policy awareness workshop, followed with the climate change symposium in santo hosted by the Department of Climate Change (DoCC) and The International Day of Risk Reduction (IDRR Day) hosted in Shefa province at the Eton Village.
The NAB Secretariat Team would also liked to welcome our new staff joining the NAB Secretariat office and There are more key activities and highlights carried out this year on the third quarter of this year 2022, which supports the function of the National Advisory Board on CCDRR (NAB) in Vanuatu and the Ministry of Climate Change and Adaptation. We hope you will find it to be informative and interesting to read. Vanuatu is unique among the Paris Agreement parties that have produced Low Emissions Development Strategies (LEDS) and Long-Term Strategies (LTS). Vanuatu is already net negative for greenhouse gas (GHG) emissions. Vanuatu’s large forest area removes more than 10 times the GHG emissions generated from human activity.
Yet, Vanuatu’s own pathway of reducing emissions demonstrates the commitment it seeks at a global level to address climate change. The guiding vision for the LEDS is the following: Reduce emissions across all sectors in a way that supports resilient, sustainable, and equitable growth for its people.
The Vanuatu LEDS provides sector by sector review of alignment with the vision for reduced emissions mitigation, resilience, and adaptation. It assists mainstreaming of emissions mitigation and adaptation in key sectors: energy, transport, waste management, livestock, forestry and agriculture, and water and health. It brings new insights, attention, and engagement with strategic policy challenges and in doing so, identifies new and complementary actions to those actions described in short- and medium-term strategies.
Vanuatu’s energy sector has ambitious mitigation targets to 2030, as described in the National Energy Road Map (NERM) and Nationally Determined Contribution (NDC). For the most part, these strategies and targets align with the vision of the LEDS to reduce emissions through to 2050. Additional actions are needed to meet the LEDS vision, including enhancing existing programmes to meet the electricity demand outside of grid concession areas, promoting a clean cooking transition, scaling up coconut oil production and improving climate resilience and adaptation planning in the energy sector.

The project proposes to support the institutionalization of sustainable transport and electric transport in Vanuatu by i) establishing a coordination body consisting of public and private stakeholders; ii) support the preparation of a gender-responsive national sustainable land transport policy; iii) preparation of a E-Mobility Roadmap including the definition of an incentive scheme, charging network development plan and an innovative end-of-life vehicle strategy; iv) establish statistical systems for the collection, processing, and analysis of key data points for decision-making; and v) capacity building of key stakeholders.
To overcome the challenges and barriers of infrastructure the following actions support the initial uptake of electric vehicles in Vanuatu: i) Feasibility study on the introduction of EVs in a controlled pilot project in Vanuatu to assess applicable technical specification and economic, social and environmental benefits; ii) the deployment of EVs as part of the government vehicle fleet with the integration of Renewable Energy (RE) for vehicle charging within a controlled environment; and iii) technical training for the monitoring, operation and safety of EVs.
C) In coordination with the work on addressing infrastructure and governance challenges, the following will work will be integrated throughout the project: i) preparation of knowledge-sharing material for different target groups; ii) seminars, workshops and hands-on outreach events on sustainable mobility and EVs

The project considers the current Vanuatu’s Off-Grid RE and EE Promotion Program as the main baseline effort towards achieving the country’s NERM targets. This program includes the installation of RE-based (mainly hydro, and solar) power generation and distribution systems, as well as some Energy Efficiency interventions. This project aims to fill in critical gaps in Vanuatu’s baseline program.
Policy and planning: The project will identify important policy and planning gaps and institutionalize existing policies and plans in place (NERM-IP Plan and NERM) in the baseline program that it will fill, such as guidelines, standards, and incentive policies.
Institutional: The project will focus and represent relatively innovative incremental aspects. System management will be a critical feature in the sustainability of rural RE systems and their replication and thus an instrumental contribution towards meeting NERM targets.
Capacity development: While Vanuatu has substantial baseline program efforts to install RE systems in off-grid areas, training is very limited and generally consists of one-time training upon installation of systems. For larger-scale systems, capturing wind energy, equipment sourcing, and installation capacity is absent.
Green transport: The project will aim to set example of green transport mechanism by introducing electric vehicles
Financing for energy efficiency: The focus will be given to educating the commercial private sector to set up a loan or equity financing mechanism for Energy Efficiency Equipment and productive uses in rural areas.

The Vanuatu National Climate Change Disaster Risk Reduction Policy 2022 - 2030 second edtion
Vanuatu is one of the most vulnerable countries in the world to climate change and disaster risks. The island nation experiences cyclones, storm surges, landslides, flooding and droughts, which may become more intense as a result of climate change. Vanuatu is also highly exposed to geophysical threats such as volcanic eruptions, earthquakes and tsunamis, as well as human, animal and plant diseases, and human-caused disasters.
The vision of this Climate Change and Disaster Risk Reduction Policy is for Vanuatu to be a nation whose communities, environment and economy are resilient to the impacts of climate change and disaster risks. Risks cannot be completely eliminated; however, this policy provides a framework through which risks can be identified, assessed, reduced and managed.
At the global, regional and national levels, disaster risk reduction and climate change agencies, activities and funding have been previously managed separately. A recent shift in philosophy now views the integration of climate change and disaster risk reduction initiatives as the best way to make use of resources and avoid duplication of effort. Vanuatu started this process with the establishment of the National Advisory Board on Climate Change and Disaster Risk Reduction in 20121 . The government undertook a risk governance assessment to analyse Vanuatu’s climate change and disaster risk governance capacity and needs at both national and local levels.2 The policy incorporates recommendations from that assessment and draws on local, provincial and national consultations.

The Vanuatu Ministry of Climate Change and Natural Disaster and the United Nations Development Programme (UNDP) have signed a US$2.6 million project document paving the way for a sustainable energy project funded by the Global Environment Facility (GEF). The Barrier Removal for Achieving the National Energy Road Map Targets of Vanuatu (BRANTV) Project is funded by the GEF and implemented by UNDP in partnership with the Vanuatu Department of Energy. BRANTV has the objective of enabling the achievement of energy access, sustainable energy, and green growth targets of Vanuatu (as per the NERM).

The energy sector is the source of around three‐quarters of greenhouse gas emissions today and holds the key to averting the worst effects of climate change, perhaps the greatest challenge humankind has faced. Reducing global carbon dioxide (CO2) emissions to net zero by 2050 is consistent with efforts to limit the long‐term increase in average global temperatures to 1.5 °C. This calls for nothing less than a complete transformation of how we produce, transport and consume energy. The growing political consensus on reaching net zero is cause for considerable optimism about the progress the world can make, but the changes required to reach net‐zero emissions globally by 2050 are poorly understood. A huge amount of work is needed to turn today’s impressive ambitions into reality, especially given the range of different situations among countries and their differing capacities to make the necessary changes. This special IEA report sets out a pathway for achieving this goal, resulting in a clean and resilient energy system that would bring major benefits for human prosperity and well‐being.

Technical Need Assessment (TNA) for Vanuatu is funded by the UNDP partering with the GIZ. The objective of the TNA is to firstly identified priority sectors in the mitigation processes. The NAB has approved of the energy and waste to be considered for this TNA.

The Mini Census was conducted in response to the recent disasters affecting the country, to update the list of households affected by the disasters. The Mini Census also provide an opportunity to update basic counts of certain government programs and policies.
Apart from basic count of population and households, information such as the birth certificate registration, the electoral card registration, the RSE/SWP participation and people with bank accounts can be found in the report. Other household information include disaster related information, use of telecommunication network, agriculture, fisheries and livestock information, use of solar lighting and value adding activities. There is information on water, sanitation and many more.

The Government of Vanuatu has decided to develop an oceans policy, which aligns with recommendations from theCommonwealth Secretariat.This report summarises the main findings1 of an analysis and assessment of 69 instruments of legislation andsubordinate policies and plans that are relevant to management and use of Vanuatu’s territorial waters and thereforerelevant to the development of the national oceans policy. The review of Vanuatu’s legislation, policies, strategies andplans relating to oceans management is part of the Marine and Coastal Biodiversity Management in Pacific IslandCountries (MACBIO) project.The approach to the review involved an analytical framework comprising three components:1. Individual analysis of legislation, policies, strategies and plans;2. Integration of individual analyses into an assessment table for comparative analysis and assessment; and3. A report which provides an assessment narrative based on the individual analyses and the information from theassessment table.

This Report is the result of collaboration between the Australian Agency for International Development (AusAID) and the International Finance Corporation (IFC), a member of the World Bank Group.
Research for the Report was primarily carried out during a mission to Vanuatu from April 21–25, 2008. The mission team was led by Amanda Ellis (World Bank), and included Sonali Hedditch (IFC), Kristie Drucza (AusAID), Anna Hutchens (AusAID consultant), Clare Manuel (The Law & Development Partnership), and Vijaya Nagarajan (AusAID consultant). Jozefina Cutura (World Bank consultant) and Kristie Drucza (AusAID) undertook useful preparatory research from March 3–7, 2008. This mission led to the publication Women in Vanuatu: Analyzing Challenges to Economic Participation1 , from which this report heavily draws.
This Report is one of six Gender and Investment Climate Reform Assessments undertaken in six Pacific nations including Vanuatu. The Report analyses gender-based investment climate barriers which constrain private sector development and identifies solutions to address them. Four investment climate areas are considered:
Public private dialogue
Starting and licensing a business
Access to justice, the courts, and mediation, and
Access to, and enforcement of, rights over registered land.
In each area the Report considers legal, regulatory, and administrative barriers to private sector development with a gender perspective. It asks whether women face different or additional constraints to those faced by men. And it makes recommendations aimed at ensuring that women benefit from ongoing efforts to improve Vanuatu’s investment climate on the same basis as their male counterparts.

Vanuatu 2030 is our National Sustainable Development Plan for the period 2016 to 2030, and serves as the country's highest level policy framework. It is founded on our culture, traditional knowledge and Christian principles, and builds on our development journey since Independence in 1980. We have already achieved a great deal,as we have encountered many difficulties and setbacks, some from natural disasters. Our most recent national plan, the Prioritiesand Action Agenda 2006-2015 sought to deliver a just, educated, healthy and wealthy Vanuatu. It was the first concerted attempt to link policy and planning to the limited resources of government. As we look ahead to the next 15 years, we now seek to further extend the linkages between resources, policy and planning to the people and place they exist to serve. In effect our development journey remains on the same course, but we are upgrading the vehicle to get us there in a more holistic and inclusive way

The annual cyclone season for the Republic of Vanuatu commences in November and extends to the end of April the following year. While cyclones can develop outside of this period, their cyclical nature increases the predictability of such occurrences and thus enables pre-planned measures to be formulated beforehand and community preparedness programmes to be put in place and promulgated.
The aim of this plan is to detail the prevention, preparedness, response and recovery arrangements in the event of a cyclone impacting on the Republic of Vanuatu, in line with the requirements of the National Disaster Act. The Cyclone Support Plan provides for the mobilisation and co-ordination of the Country's resources, both public and private, to deal with an impending Tropical Cyclone emergency.

The FRDP identifies three inter-related goals that need to be actively pursued by all stakeholders, working in partnership, in order to enhance resilience to disasters and climate change in the context of sustainable development and efforts to eradicate poverty.
1. Strengthened integrated adaptation and risk reduction to enhance resilience to climate change and disasters Pursuing this goal entails successfully managing risks caused by climate change and disasters in an integrated manner where possible, within social and economic development planning processes and practices, in order to reduce the accumulation of such risks, and prevent the creation of new risks or loss and damage. This goal will contribute to strengthening resilient development and achieving efficiencies in resource management.
2. Low-carbon development Pursuing this goal revolves mainly around reducing the carbon intensity of development processes, increasing the efficiency of end-use energy consumption, increasing the conservation of terrestrial and marine ecosystems, and enhancing the resilience of energy infrastructure. This goal will contribute to having more resilient energy infrastructure in place, and to increase energy security, while decreasing net emissions of greenhouse gases.
3. Strengthened disaster preparedness, response and recovery Pursuing this goal includes improving the capacity of PICTs to prepare for emergencies and disasters, thereby ensuring timely and effective response and recovery in relation to both rapid and slow onset disasters, which may be exacerbated or caused by climate change. Disaster preparedness, response and recovery initiatives will reduce undue human losses and suffering, and minimize adverse consequences for national, provincial, local and community economic, social and environmental systems.

Approach to Climate Change
Vanuatu ratified the UNFCCC in 1993 and the Kyoto Protocol (as a non-Annex I country) in 2001. It made its first national communication to the UNFCCC in October 1999 and the country’s Climate Change Office within the Vanuatu Meteorological Service has participated in workshops to prepare its second national communication. A National Action Plan on Adaptation was submitted in 2007. Vanuatu is a member of the Alliance of Small Island States. The United Nations Population Fund classes Vanuatu as one of the nations most vulnerable to natural hazards and says it faces significant hurdles because it is trying to eradicate widespread poverty at the same time as addressing climate change.
Particular areas of potential impact from climate change include agriculture, water, coastal and marine resources, infrastructure and tourism. Numerous documents have been published that aim to help Vanuatu prepare for potential climate change impacts. A National Adaptation Programme for Action (NAPA) was published in June 2007, and in 2006, a Disaster Risk Reduction and Disaster Management National Action Plan 2006- 2016, and a Priorities and Action Agenda 2006-2015 were released. The government published a draft National Climate Change Adaptation Strategy for Land-Based Resources (2012-2022) in July
