This UNDP-supported, GEF-LDCF funded project, "Vanuatu Coastal Adaptation Project (VCAP)", is working to build resilience through improved infrastructure, sustained livelihoods, and increased food production.
These efforts (with National Government as Key Collaborators) aim to improve the quality of life in targeted vulnerable areasor communities in the coastal zone of the island nation.
Project
Vanuatu is among the most vulnerable countries on earth to the increasing impacts of climate change, including climate-related natural disasters and the effects of slow-onset events such as sea-level rise and ocean acidification.
As the effects of global warming manifest and the hazards of climate change arise at accelerating rates, there is a need to shift the paradigm towards the standardised and mainstreamed use of science-based climate information, at multiple timescales, to support resilient development pathways.
The proposed project will support this paradigm shift through the strengthening and application of Climate Information Services (CIS) in five targeted development sectors: tourism; agriculture; infrastructure; water and fisheries.
More specifically, the project will build the technical capacity in Vanuatu to harness and manage climate data; develop and deliver practical CIS tools and resources; support enhanced coordination and dissemination of tailored information; enhance CIS information and technology infrastructure; and support the application of relevant CIS through real-time development processes, for more resilient outcomes.
The project has a focus on addressing information gaps and priority needs of target beneficiaries at national, provincial and local community levels across the five priority sectors.
The project will deliver enhanced:
capacity and capability of national development agents, to understand, access and apply CIS
CIS communications, knowledge products, tools, and resources for practical application to development processes.
reliability, functionality, utility and timeliness of underlying CIS delivery systems and data collection infrastructure.
scientific data, information and knowledge of past, present and future climate to facilitate innovated and resilient development.

CLIMATE CHANGE IMPACTS ON WATER SECURITY IN VANUATU
This case study describes climate change impacts on water security in Vanuatu, using a step-bystep approach. Guidance around conducting this type of step-by-step assessment is provided in more detail on the Van-KIRAP web portal, along with other climate impact related case studies (also termed infobytes), factsheets, visualisation tools and technical resources. This case study can be used as an example for undertaking similar climate hazard-based impact assessments.

This policy document is a result of various consultations among stakeholders convened to review the livestock policy. It addresses the challenges and constraints arising from the daily activities farmers, traders and the average Ni-Vanuatu faces on a daily basis. This document is consistent with current government strategies stipulated in the sector wide Overarching Productive Sector Policy (2012) and National Sustainable Development Plan 2016 to 2030 developed by the Government. It also covers a wide range of issues of biosecurity including animal health, plant health, trade facilitation and emergency response planning. This policy also highlight the importance of climate impacts which affects the primary sector and the flow on effect which give rise to increased pest and disease incidences: the effects of which biosecurity is left to deal with.

The Government of Vanuatu recognises that effective institutions and the inter-relationships between them are at the heart of its ability to respond to growing climate and disaster risks. To this end, a comprehensive analysis of climate and disaster risk governance is undertaken.
A critical precursor is the development of a risk profile for Vanuatu that identifies the key risks and vulnerabilities that Vanuatu's risk governance institutions must address. Currently there is no single, up-to-date and easily accessible document that summarises the major studies of risk undertaken to date.

The Government of Vanuatu has decided to develop an oceans policy, which aligns with recommendations from theCommonwealth Secretariat.This report summarises the main findings1 of an analysis and assessment of 69 instruments of legislation andsubordinate policies and plans that are relevant to management and use of Vanuatu’s territorial waters and thereforerelevant to the development of the national oceans policy. The review of Vanuatu’s legislation, policies, strategies andplans relating to oceans management is part of the Marine and Coastal Biodiversity Management in Pacific IslandCountries (MACBIO) project.The approach to the review involved an analytical framework comprising three components:1. Individual analysis of legislation, policies, strategies and plans;2. Integration of individual analyses into an assessment table for comparative analysis and assessment; and3. A report which provides an assessment narrative based on the individual analyses and the information from theassessment table.

This Environment and Social Management Framework (ESMF) sets out the principles and procedures for managing the environmental and social aspects of the restructured project, and supersedes the previous ESMF dated 20 March 2012. The rationale of applying a framework is that specific details of the project activities will only be known during project implementation. The purpose of a framework is to guide the VMGD on how to screen the activities and manage any issues during implementation.

Vanuatu 2030 is our National Sustainable Development Plan for the period 2016 to 2030, and serves as the country's highest level policy framework. It is founded on our culture, traditional knowledge and Christian principles, and builds on our development journey since Independence in 1980. We have already achieved a great deal,as we have encountered many difficulties and setbacks, some from natural disasters. Our most recent national plan, the Prioritiesand Action Agenda 2006-2015 sought to deliver a just, educated, healthy and wealthy Vanuatu. It was the first concerted attempt to link policy and planning to the limited resources of government. As we look ahead to the next 15 years, we now seek to further extend the linkages between resources, policy and planning to the people and place they exist to serve. In effect our development journey remains on the same course, but we are upgrading the vehicle to get us there in a more holistic and inclusive way

The negative impacts of climate change are already being felt around the globe, and countless communities, particularly in developing countries, are becoming increasingly vulnerable. In response to climatic risks, communities need to understand and build appropriate strategies that offer an opportunity to adapt to environmental change. Protected areas (PAs) are important tools for conserving biodiversity and ecosystems, which provide numerous services that support the livelihoods of many people. Furthermore, their importance in climate change mitigation and adaptation is increasingly acknowledged. With this in mind, the United Nations Environment Programme World Conservation Monitoring Centre (UNEP-WCMC) has developed a step-by-step manual for engaging with communities living in PAs regarding climate change and empowering local people to plan for such change.
This manual provides the practical tools needed to effectively engage with communities living in, and around, PAs regarding appropriate strategies to deal with the negative impacts of climate change. It outlines a practical and pragmatic community-based resilience and adaptation planning process, offering step-by-step guidance on initiating the planning process, engaging the community in it and refining and implementing action plans.
This manual is aimed at practitioners from non-governmental organisations (NGOs), government departments, PA management and research institutions with some experience in participatory work and a good understanding of climate change. The process described can be tailored to different contexts and used to work with PAs managed under different types of governance (e.g. co-management, state-run or community-governed). In addition, the detailed instructions on undertaking the community-based workshop component of the process, along with several practical annexes, are ideal for training workshop facilitators.

The devastating impacts of climate change are already being felt around the globe, threatening sustainable development and resilience, impairing socioeconomic development and reinforcing cycles of poverty. Scientists are increasingly able to confidently attribute the increased intensity and frequency of extreme weather events – such as droughts, heatwaves, floods and cyclones – to human-induced climate change.
Worldwide, the poorest people bear a disproportionate burden of climate stress, yet they have contributed least to the drivers of climate change. In the face of predicted growing weather extremes and profound shifts in natural systems, the need is greater than ever to support the most vulnerable people and countries in finding effective strategies to manage risks and unexpected shocks and to build resilience to climate impacts.
This detailed policy report illustrates how well-designed climate risk insurance – when applied in conjunction with other disaster risk management measures and strategies – can protect people against climate shocks by acting as a safety net and buffer shortly after an extreme weather event. It shows how, in this way, insurance can promote opportunities by helping to lessen financial repercussions of volatility and can stimulate transformation by incentivizing risk reduction behaviour and fostering a culture of prevention-focused risk management. In addition to seven guiding pro-poor principles for delivering climate risk insurance the report also provides recommendation for implementation, including the relevant actors and their roles.
The research and results feed into the G7-initiated InsuResilience Initiative, hosted by the GiZ in Bonn, Germany.

Futuna sits majestically in the Pacific Ocean, one of Vanuatu’s 83 islands. It is a remote but special place. Here, resident’s fish and farm, and are renowned for their weaving talents, making baskets and bags. Since 2009, CARE has been working with the community of Futuna to support their efforts to reduce disasters and to adapt to climate change. In 2012, CARE began a new initiative to strengthen the resilience of women, men and children to climate change and weather-related disasters. Over the following three years, the program worked with every village on the island, using a variety of strategies to build resilience.

The Pacific-Australia Climate Change Science and Adaptation Planning (PACCSAP) Program aims to develop the capacity of Pacific Island Countries (PICs) to manage climate risks. Ultimately climate change adaptation involves the management of identified climate change risks. This project is a component of PACCSAP, and aims to increase the capacity of decision makers in PICs to make informed decisions on climate change adaptation using CBA. By investigating two case studies this PACCSAP project has tested the application of CBA for managing climate risks in the Pacific. The project has also highlighted some of the common challenges to applying CBA and has provided lessons to overcome these challenges.

The implementation of VCAP this quarter began at Epi sites with the upland and fisheries output activities. The upland team had established one permanent nursery where 2,000 plus fruits and timber trees seedlings are raised for distributing to all farmers in the project sites for reforestation upland at the water catchment areas. The team has also established 3 multi-cropping plots for introducing resilience crops to the farmers and planted vetiver grasses, natangura seedlings, pandanus along the eroded coastlines for reducing the activities for coastal erosions.
Fisheries team has deployed some FADs (Fish Aggregated Devices) at Epi as well for improving the marine resources at the reefs. The consultations with the communities and their VDCs (Village Development Committees) have educated the people to preserve their marine resources by introducing preservation areas along the coasts. The people have learned to improved their lively hoods by following these activities carried out by the fisheries and upland teams.
The project will further the implementation of various activities at Pentecost sites, Tafea outer islands sites as part of the recovery program of cyclone Pam which was mandated by the Government. Project Coordinators will further their various activities to other project sites such as South malekula, South Santo and Torres islands in the coming quarters. These output activities include the upgrade of access roads to the market, health and educations facilities.
Furthermore, the project will also assist the Vanuatu Meteorology and Geo-Hazard Department(VMGD) for upgrading the Automatic Weather Stations at the 6 Provinces of the Country including the Integrated Weather Forecasting System at VMGD. These systems will provide the automatic early warning system throughout the Country where dissemination of weather information will reach the people in the communities in good times.

The Forty-Seventh Pacific Islands Forum was held in Pohnpei, Federated States of Micronesia from 8 – 10 September 2016 and was attended by Heads of State and Government of Australia, the Cook Islands, Federated States of Micronesia, the Republic of Nauru, New Zealand, Papua New Guinea, Republic of the Marshall Islands, Samoa, Tonga, Tuvalu and Vanuatu. The Solomon Islands was represented by their Deputy Prime Minister, the Republic of Fiji, Niue and the Republic of Palau by their Ministers of Foreign Affairs and Kiribati by a Special Envoy. The Forum Leaders’ Retreat was held at FSM Congress Chamber in Palikir on 10 September 2016.

The FRDP identifies three inter-related goals that need to be actively pursued by all stakeholders, working in partnership, in order to enhance resilience to disasters and climate change in the context of sustainable development and efforts to eradicate poverty.
1. Strengthened integrated adaptation and risk reduction to enhance resilience to climate change and disasters Pursuing this goal entails successfully managing risks caused by climate change and disasters in an integrated manner where possible, within social and economic development planning processes and practices, in order to reduce the accumulation of such risks, and prevent the creation of new risks or loss and damage. This goal will contribute to strengthening resilient development and achieving efficiencies in resource management.
2. Low-carbon development Pursuing this goal revolves mainly around reducing the carbon intensity of development processes, increasing the efficiency of end-use energy consumption, increasing the conservation of terrestrial and marine ecosystems, and enhancing the resilience of energy infrastructure. This goal will contribute to having more resilient energy infrastructure in place, and to increase energy security, while decreasing net emissions of greenhouse gases.
3. Strengthened disaster preparedness, response and recovery Pursuing this goal includes improving the capacity of PICTs to prepare for emergencies and disasters, thereby ensuring timely and effective response and recovery in relation to both rapid and slow onset disasters, which may be exacerbated or caused by climate change. Disaster preparedness, response and recovery initiatives will reduce undue human losses and suffering, and minimize adverse consequences for national, provincial, local and community economic, social and environmental systems.

This report uses these generic methods to provide recommendations for climate resilient development in the PICs in the following sectors: coastal protection, flood management, water resources management, protection of infrastructure against changes in temperature and precipitations, protection of buildings against cyclone winds, and adaptation in the agriculture sector.
A new World Bank report has highlighted the need for Pacific Island countries to better incorporate climate and disaster risk management into planning and development, while proposing priority investments and policies to boost resilience to the year 2040.
Launched in Fiji today at the Symposium on Climate Change Adaptation in the Pacific Region, Pacific Possible: Climate and Disaster Resilience considers the economic costs of climate adaptation, and proposes adaptation strategies for areas including infrastructure and buildings, coastal protection, water resources, flooding and agriculture, with special consideration given to the unique challenges of atoll islands.
“Climate change and extreme weather events have the potential to adversely affect coastal zones, water resources, health, infrastructure, agriculture and food security,” said Denis Jordy, Senior Environmental Specialist at the World Bank. “And if new investments are not properly planned, they risk exacerbating the impacts of natural hazards and climate change by increasing the vulnerability and exposure of those at risk.”

Climate Adaptation Methodology for Protected Areas (CAMPA) Coastal and Marine is designed to build the resilience of protected areas and associated ecosystems based on a thorough understanding of their vulnerability to climate change and a participatory agreement on the best ways to respond to these threats. With minor adjustments the methodology could be adapted to terrestrial and freshwater protected areas.
CAMPA does two main things:
• It provides practical and scientifically sound guidance to facilitate climate change vulnerability assessments of coastal and marine protected areas (CMPAs).
• Based on an understanding of that vulnerability, it then facilitates decisionmaking on the most appropriate adaptation actions.
