Overview CCDRR IEC Endorsement Process

It is a process that helps developers (NGOs, government agencies, Church groups, development partners etc.) to have their Information, Education and Communication (IEC) materials formally approved by the National Advisory Board (NAB) on Climate Change and Disaster Risk Reduction.

  • NAB endorsement shows that the IEC materials are factually correct and consistent with climate change science and disaster risk reduction and key messages.
  • This process is seen as an invitation to work alongside government to produce the most meaningful and needed IEC materials.
  • NAB endorsement will ensure materials disseminated to the public have reliable information on Climate Change (CC) and Disaster Risk Reduction (DRR).

What is an IEC (Information Education Communication) Material?

  • IEC Materials are all materials that were developed by an IEC developer that is purposely for awareness and educational purposes E.g: posters, booklets, brochures, flyers, pull-up banners, pocket card, logo, slogan, videos, songs, stickers flip charts and more
  • Example of Types of IEC Materials

     

What kind of IEC Materials that MUST be endorsed by NAB?

  • Are all IEC materials that their Content and information are mainly about Climate Change & Disaster Risk Reduction (CCDRR) activities or information's.
  • IEC Materials related to CC & DRR activities, information or awareness Programs
  • Every IEC material developed by all the CC & DRR Projects that has been endorsed by the NAB Board members. All its IEC materials produced and developed must always come to the NAB Secretariat for endorsement before it is to be used or print out to public.

Why Endorsement by NAB Secretariat is very important, before a final product of a CCDRR IEC Material is shown to the public?

  • To ensure that the government has standard messages on CC & DRR that goes out to the public and the information used must be consistency and factually correct.
  • Is to provide a steering and coordination mechanism among stakeholders to ensure that new IEC materials address relevant climate change and disaster topics, gaps in information are being adequately considered and that factual errors and inaccuracies are minimized. It is also to give developers an approval or recognition of their work by having the NAB logo on their IEC materials on behalf of the government.
  • Therefore, the NAB Secretariat arranges for Climate Change & Disaster Risk Reduction technical/Principal scientific officers to check for consistency of key messages/terms and confirmed the language is acceptable.

Who is the Climate Change & Disaster Risk Reduction Principal scientific officers (PSO) or Technical Officers for NAB IEC Endorsement process?

  • They are actually PSO and DRR Officer within the five (5) departments and one office in the Ministry of climate change:

Importance of Endorsement

  • No single organization in Vanuatu has the technical capacity to provide all relevant information on climate change adaptation and mitigation and DRR. The endorsement process provides an avenue for sourcing and improving the depth and breadth of information IEC materials contain and will ensure factual accuracy and consistency for key messages.

Benefit of Participating in the Process

  • Organizations participating in the endorsement process will be rewarded with confidence in the factual and scientific accuracy of their materials, as well as government guidance and support in dissemination. Developers will have an evidence statement and logo from the government showing their close working relationship with government of Vanuatu priorities that will assist when seeking funding from donors.

By submitting the IEC materials to NAB endorsement

  • Your Organizations, Departments, Projects, Private Business or Community level groups, show their commitment to providing relevant, up-to-date, factually correct and clear messages to national audiences.
  • They will receive the “Endorsed by NAB” logo (see NAB logo below) The NAB logo is to be place in their IEC materials as a sign of government recognition of the materials and that this IEC Material have factual correct and consistent scientific language terms used and correct CCDRR information's that can be disseminated to the public

THE NAB IEC Endorsement Process Working Group

The NAB Information Education Communication (IEC) Endorsement Process Working Group formally begins in year 2013, and the main lead was the VMGD department, since their mandate is to check scientific information’ s and key messages. It is a process that helps developers (NGOs, government agencies, Church groups, development partners etc.) to have their CCDRR Information, Education and Communication (IEC) materials formally approved by the National Advisory Board (NAB) on Climate Change and Disaster Risk Reduction. The purpose of the IEC Working Group is to provide technical guidance, review, and endorsement support for IEC materials related to Climate Change and Disaster Risk Reduction to ensure they are accurate, relevant, and aligned with national priorities before dissemination to public.

 

 

 

NAB IEC Endorsement Process Working Group Members:

The IEC Working Group shall comprise representatives from relevant departments and agencies, including but not limited to:

  • Vanuatu Meteorology Geo- Hazards Department (VMGD) Chair
  • Department of Energy (DoE) Deputy Chair
  • NAB Secretariat (Secretariat) and
  • Corporate Services Unit (CSU)
  • National Disaster Management Office (NDMO)
  • Department of Climate Change (DoCC)
