The Pacific Horticultural and Agricultural Market Access (PHAMA) program is an Australian aid Program designed to provide technical support and build the capacity of Pacific Island Countries and Territories to gain and maintain international market access of high value primary products. The Program works with both the public and private sectors thereby contributing to increase economic growth, private sector development and improved rural livelihoods in predominantly agricultural-based small country economies.
Countries currently targeted within the Program are Fiji, Samoa, Solomon Islands, Tonga and Vanuatu. Program activities are primarily focussed on addressing Sanitary and Phytosanitary (SPS) related issues and building public-private partnership arrangements and capacity for market access.
URS and Kalang are the Managing Contractors for PHAMA and are seeking expressions of interest from suitably qualified and experienced consultants in the areas of agricultural economics, food safety and standards, animal and plant health, regulatory systems, institutional capacity building, public-private partnerships and mechanisms, and monitoring and evaluation to provide short term inputs (two - four weeks) per activity, under the direction of program staff. Engagement would be on an as-needs basis for activities identified through the Program’s annual planning process.
Primary Duties:

Essential:
· A tertiary qualification in agriculture, science, agricultural economics or other relevant area.
· A demonstrable understanding of SPS related issues and how they apply to international market access.
· Good communication skills including computer literacy, reading, writing and speaking the English language.
· Proven ability to deliver relevant activities and associated reports within agreed timelines and costs.
· Proven ability to operate independently and engage with public and private sector stakeholders within participating countries in a respectful and consultative manner.
Desirable:
· Prior experience with the Australian or New Zealand aid programs.
· Prior experience working within the South West Pacific region.
