Finance & Administration Officer- SPC/GIZ Coping with Climate Change in the Pacific Island Region (CCCPIR)

The German Agency for International Cooperation (GIZ) wishes to recruit a suitable candidate for the position of Finance & Administration Officer for the Coping with Climate Change in the Pacific Island Region (CCCPIR) to be based in Port Vila.

The Incumbent is responsible for:
- Supporting CCCPIR Vanuatu with the proper execution of administrative and Finance duties in accordance with GIZ rules and regulations;
- Ensuring transparency and accountability in dispensing CCCPIR funds;
- Ensuring good communication and flow of information with CCCPIR Suva, Fiji based team and PAU-Suva, Fiji;
- Providing administrative, logistical, and communication support for the implementation of CCCPIR activities.
Major Functions/Duties:
- Handles all Accounting and Financial Management related matters for the Programme
- Support with logistical preparation of workshops, seminars, presentations, visiting missions, field trips
- Maintain electronic catalogue/filing system and database on all external information, data, reports, activities, processes, and projects that may be of relevance to the project.
- Maintain inventory of the Programme
- Prepare Vouchers, undertake verification of all invoices and processes payments in line with financial rules of GIZ
- Ensure quality and accuracy checks and the timely submission of acquittals like receipts, invoices with supporting documents and reports are done using WINPACCS software.
- In close consultation with the Vanuatu-based Programme Coordinator, draw up regular budgets and funding request for activities within Vanuatu and ensure timely submission to CCCPIR, Suva, Fiji Office.
- Reconcile the GIZ Vanuatu bank account on a regular basis and monitor bank account balance closely.
- Conduct procurement in accordance to GIZ rules and regulations for CCCPIR Vanuatu up to the threshold of Euro 2.500.
- Support with related duties as directed by the Superiors.
Experiences & Qualification:
- At least 4 - 6 years’ experience in financial management with good familiarity on procurement and acquittal procedures.
- Minimum requirement of a Diploma in Administration, Finance, and/or Business Management.
- Proven experience in carrying out office administration tasks.
The following attributes will be desirable:
- Expertise in office administration and familiarity with finance and accounting principles and processes
- Excellent command of MS-Office and communication skills (written and oral)
- High level of integrity, credibility and confidentiality
- Fluent in spoken and written English and Bislama
- Experience with international working environment desirable
