‘Owning Adaptation in the Pacific: Strengthening governance of climate adaptation finance and effective use of climate resources’

Pacific communities face no option but to adapt if they are to build a resilient future to climate change impacts. But what are Pacific country experiences and challenges of accessing and using climate finance for adaptation? And how can these be improved?
To gain a better understanding, a new research report, Owning Adaptation in the Pacific: Strengthening governance of climate adaptation finance, looks in detail at Papua New Guinea, Vanuatu and Tonga and calls for a focus by all actors to support the Pacific region to build adaptive capacity across government and non-state sectors. Key findings of this project will be presented as well as discussion of the over 60 specific actions and strategies identified by Pacific governments, civil society, donors and inter-governmental agencies involved in the project, and from other sources.
The report acknowledges innovative adaptation work is being undertaken by some Pacific governments and the effective support provided by some donors and the work of civil society. However, all too often these initiatives are not connected up. The report calls for a more inclusive partnership approach to address the multiple threats from climate change and presents five strategies it recommends as crucial in strengthening national-level governance of climate adaptation finance: adopt good donor practice; deepen approach to mainstreaming; build inclusive, meaningful partnerships; strengthen learning and accountability; include those most vulnerable.

Sarah Meads is Oxfam New Zealand’s Senior Policy Advisor. Her role brings together research, policy development, advocacy and campaigns on issues Oxfam works on to eliminate poverty and social injustice, including: aid effectiveness, climate change, food security, arms control, gender justice, health, trade and intellectual property rights. She holds post graduate degrees in science, business management and international development. Prior to working with Oxfam, Sarah held a range of senior management positions in the private and public sector, including working in private-public partnerships, in the Asia Pacific and Europe.
