Toward Resilience was developed by the ECB consortium of which Oxfam, CARE, Save the Children, World Vision, CRS and MercyCorps are members.

The guide is an introductory resource for staff of development and humanitarian organizations working with people whose lives and rights are threatened by disasters and climate change. The guide supports program managers, project coordinators, community mobilisers, technical specialists and others to understand and apply an integrated, rights-based approach to disaster risk reduction and climate change adaptation.

Toward Resilience addresses the needs of key vulnerable groups such as women, children, and high-risk communities and explains how disaster risk reduction (DRR) and climate change adaptation (CCA) can be integrated into program cycle management. It also focuses on how DRR and CCA can be applied in key sectors, such as food security, natural resource management, and education, as well as key contexts, such as conflict, early recovery, and urban areas. Finally, the guide offers an array of concrete case studies, resources and tools for DRR and CCA governance and advocacy.
