The Government of Vanuatu recognises that effective institutions and the inter-relationships between them are at the heart of its ability to respond to growing climate and disaster risks. To this end, a comprehensive analysis of climate and disaster risk governance is undertaken.

The Department of Strategic Policy, Planning and Aid Coordination (DSPPAC) in coordination with the Vanuatu National Statistics Office (VNSO) and other key government agencies are responsible for monitoring and evaluation of Vanuatu 2030 the National Sustainable Development Plan (NSDP) for 2016 – 2030.

The aim of this booklet is to provide a practi-cal guide to assist government, civil society private sector partners, and prospective na-tional implementing entities (NIEs) in Vanuatu to better understand the Green Climate Fund (GCF).

Greetings from the Vanuatu Ministry of Climate Change and welcome to the first eNewsletter edition for 2017. Among the numerous activities carried out by the Ministry of Climate Change, this eNewsletter aims to inform the public of only a few activities carried out  within the Month ofJanuary - May 2017, as well as highlighting resources and upcoming events of interest to the Ministry's stakeholders, all of which can be found on the NAB Portal.

The research project will explore two main processes: First, it will investigate how local actors receive knowledge with which they are confronted in connection with climate change, and how they (re)interpret and transform it during the reception process. Second, it focuses on the subsequent cultural changes and particularly on the potential transformations of fundamental ontological concepts.

The project (a component of SPC/GIZ Coping with Climate Change in the Pacific Island Region (CCCPIR) programme) will utilise the opportunity of existing public financial management strengthening to also build capacity for access to climate change finance. Good financial management for climate change activities is the same as good financial management for education, e.g. the basics are embodied in the Public Expenditure and Financial Accountability (PEFA) Framework, a tool used to evaluate PFM systems.

PIC governments are taking proactive steps to address climate change priorities through the development of national climate change policies, joint national action plans, integrating climate change and disaster risks into sector policies, and through the establishment of national climate change coordination and disaster risk mechanisms. Whilst PIC governments have taken an active role in progressing national and regional climate change priorities, challenges persist in terms of human capacity constraints in central climate change, finance and planning agencies

This report aims to inform developing member countries of the most recent regional climate change projections and to assess the consequences of these changes for human systems. It also highlights gaps in the existing knowledge pertaining to the impacts of climate change, and identifies avenues where research continues to be needed. The information and insights presented in this report will contribute to scaling up the efforts of the Asian Development Bank (ADB) in building climate resilience in its developing member countries in the years and decades to come.

GCF 101 is a stripped-down guide to help people understand how the Fund works.

This guide is a simple, comprehensive road map for anybody who would like to access the financial resources of the Green Climate Fund. Each section of GCF 101 addresses the different funding opportunities the Fund provides to help developing countries cope with climate change. Each of these sections is broken down into three parts:

The NDC Partnership recently launched the first comprehensive online platform focused specifically on resources that help countries implement their national climate commitments (Nationally Determined Contributions or NDCs). The NDC Toolbox Navigator (beta) is a searchable database of over 250 analytical tools and technical resources.

SPREP hosts the Pacific Climate Change Portal (PCCP). The PCCP aims to ensure that climate change information, data and tools produced by regional and national institutions are available and easily accessible throughout the Pacific.

The PCCP has been upgraded in recent months, including the creation of the following two new tools:  

Achieving a growth path that is resilient, inclusive and sustainable is one of the top policy priorities of our time. Governments around the world are facing the triple imperatives of re-invigorating growth while improving livelihoods and urgently tackling climate change, in line with the goals of the Paris Agreement. This report argues that boosting economic growth, improving productivity and reducing inequalities need not come at the expense of locking the world into a high-emissions future. It is the quality of growth that matters.
