The Government of Vanuatu has decided to develop an oceans policy, which aligns with recommendations from theCommonwealth Secretariat.This report summarises the main findings1 of an analysis and assessment of 69 instruments of legislation andsubordinate policies and plans that are relevant to management and use of Vanuatu’s territorial waters and thereforerelevant to the development of the national oceans policy. The review of Vanuatu’s legislation, policies, strategies andplans relating to oceans management is part of the Marine and Coastal Biodiversity Management in Pacific IslandCountries (MACBIO) project.The approach to the review involved an analytical framework comprising three components:1. Individual analysis of legislation, policies, strategies and plans;2. Integration of individual analyses into an assessment table for comparative analysis and assessment; and3. A report which provides an assessment narrative based on the individual analyses and the information from theassessment table.

Vanuatu Marine Ecosystem Service Valuation SUMMARY & Final report
This study,conducted in 2015, aimed to determine the economic value of seven marine and coastal ecosystem services in Vanuatu. The study forms part of the broader MACBIO project (Marine and Coastal Biodiversity Management in Pacific Island Countries and Atolls) that aims to strengthen the management of marine and coastal biodiversity in Pacific island countries.
The role that natural ecosystems, especially marine ecosystems, play in human wellbeing is often overlooked or taken for granted. The benefits humans receive from ecosystems, called ecosystem services, are often hidden because markets do not directly reveal their value – nature provides these benefits for free. Failure to recognize the role that marine ecosystems play in supporting livelihoods, economic activity, and human wellbeing has, in many instances, led to inequitable and unsustainable resource management decisions.
Coastal and marine resources provide Ni-Vanuatu businesses, households, and government many real and measurable benefits. The exclusive economic zone of Vanuatu, nearly 700,000 square kilometers of ocean, is more than 50 times larger than the country’s land area. This report, describes, quantifies and, where sufficient data is available, estimates the economic value of many of Vanuatu’s marine and coastal ecosystem services, in an effort to inform sustainable and equitable management decisions and support national marine spatial planning.

SPREP hosts the Pacific Climate Change Portal (PCCP). The PCCP aims to ensure that climate change information, data and tools produced by regional and national institutions are available and easily accessible throughout the Pacific.

The NDC Partnership recently launched the first comprehensive online platform focused specifically on resources that help countries implement their national climate commitments (Nationally Determined Contributions or NDCs). The NDC Toolbox Navigator (beta) is a searchable database of over 250 analytical tools and technical resources. It provides connections to sources of advisory support and technical expertise as well as links to other online platforms with relevant resources. The goal of the platform is to provide countries with the analytical tools they need to deliver ambitious climate and sustainable development action. The Toolbox Navigator provides a user-friendly search experience based on different NDC implementation activities, with filters by sector and topic to help users find the resources most relevant to their needs. They can also use the tools to facilitate peer-to-peer learning around implementing NDCs. For example, users will find resources ranging from a tool that provides assessments of greenhouse gas emissions reduction from clean energy initiatives to software that helps plan for risks posed by climate change variability.
The NDC Toolbox Navigator was developed collaboratively through a working group of LEDS GP (Low Emissions Development Strategies Global Partnership), COP22 Presidency - Government of Morocco, GIZ, World Resources Institute, UNFCCC Secretariat, and USAID (U.S. Agency for International Development). The Navigator is the result of a collaborative process between the NDC Partnership and a wide array of partners.

Governments around the world are facing the triple imperatives of re-invigorating growth while improving livelihoods and urgently tackling climate change, in line with the goals of the Paris Agreement. This report argues that boosting economic growth, improving productivity and reducing inequalities need not come at the expense of locking the world into a high-emissions future. Vanuatu is an island nation located in the South Pacific Ocean with its territory spread over more than 80 islands and approximately 234,000 inhabitants. Its energy sector is characterized by a high dependency on fuel imports and with its population distributed over 65 islands, spread over more than 12,000 square kilometres, distribution of energy services is both technologically challenging and costly. This results in very low electrification rates and high fuel prices.
This NAMA Study on Renewable Energy in Vanuatu aims at showing ways to support the country in the implementation of the National Energy Roadmap (NERM). One of the priorities in the NERM is to increase electricity access, both in areas close to existing grids and in off-grid areas. By 2030, all households and public institutions in Vanuatu are supposed to have access to electricity. The NAMA shall help in achieving the following targets: A connection rate of 100% for households close to concession areas by grid extensions; 100% electrification for “off-grid” households through micro-grids and individual solutions (Solar Home Systems).

In 2010, global greenhouse gas emissions were 47.9 Gt compared to 35.8 Gt in 1990. Apart from the growth in international transport, this increase stemmed exclusively from industrialization in developing, non-Annex I countries1, 2. Every year, the Conference of the Parties to the UNFCCC continues to seek an agreement that will decisively reduce the growing greenhouse gas emissions. Focus has been placed on the distribution of responsibilities and actions to address the challenges, guided by the principle of common but differentiated responsibilities.
Reflecting the changing balance in greenhouse gas emissions, the Nationally Appropriate Mitigation Action (NAMA) is a recent interpretation of the principle of common but differentiated responsibilities. In addition to developed countries’ commitments to quantitative reductions of greenhouse gas emissions, developing countries are invited to contribute with voluntary actions that are ‘nationally appropriate’ deviations from ‘business as usual’ emissions scenarios. Such deviations may be captured in low-carbon (or low-emission) development strategies, and then implemented as NAMAs.

The World Humanitarian Summit in 2016 provides a unique opportunity for governments, UN agencies and civil society actors to set an ambitious agenda for empowering women and girls as change agents and leaders in humanitarian action and ensuring gender responsive humanitarian programming. However for these commitments to translate into meaningful action, it is critical to respond to the barriers that currently impact women’s leadership in emergencies, and build upon the existing efforts of women first responders and women-led organisations. ActionAid has produced this paper to ensure commitments arising from the World Humanitarian Summit are grounded in the realities of women affected by humanitarian crises and reflect their priorities.
This paper draws together findings from focus group discussions with women from multiple regions and draws upon ActionAid’s experience from a range of humanitarian contexts, including rapid and slow onset disasters and protracted crisis. It presents the barriers and opportunities for women’s leadership in humanitarian response as identified by women from Bangladesh, Ethiopia, Nepal, occupied Palestinian territory (Gaza), the Philippines and Vanuatu. This data is overlayed with available evidence to validate the findings and demonstrate their applicability across diverse contexts.

As the #1 ranked country for vulnerability on the World Risk Index, the lives of men and women in Vanuatu are constantly threatened by climate change and disasters. Following the most devastating cyclone to ever hit Vanuatu – cyclone Pam in 2015 – and widespread drought as a result of a strong El Nino event throughout 2015 and most of 2016, the impacts are growing ever more severe with climate change predicted to increase the intensity and impacts of such events over time. This research assesses the extent to which the eight markets that UN Women supports through its Markets for Change (M4C) programme on Efate and Santo Islands are vulnerable to climate change.
The study set out to map, document and understand the relative vulnerability of these municipal markets and their vendors, farmers and wider communities to climate change risks. The outcomes are practical measures and policy recommendations that can be implemented by the M4C project, municipalities and other relevant stakeholders to reduce this vulnerability and to prepare for disasters.
The recommendations made are not simply for the purpose of future climate change adaptation but are ‘no regrets’ strategies that will benefit Vanuatu market vendors, women and communities regardless of the extent of future climate change. They will be implemented in a progressive fashion along with a disaster preparedness plan that is to be developed at each market as a priority. The study has been repeated at M4C markets in Fiji and Solomon Islands.

This Report is the result of collaboration between the Australian Agency for International Development (AusAID) and the International Finance Corporation (IFC), a member of the World Bank Group.
Research for the Report was primarily carried out during a mission to Vanuatu from April 21–25, 2008. The mission team was led by Amanda Ellis (World Bank), and included Sonali Hedditch (IFC), Kristie Drucza (AusAID), Anna Hutchens (AusAID consultant), Clare Manuel (The Law & Development Partnership), and Vijaya Nagarajan (AusAID consultant). Jozefina Cutura (World Bank consultant) and Kristie Drucza (AusAID) undertook useful preparatory research from March 3–7, 2008. This mission led to the publication Women in Vanuatu: Analyzing Challenges to Economic Participation1 , from which this report heavily draws.
This Report is one of six Gender and Investment Climate Reform Assessments undertaken in six Pacific nations including Vanuatu. The Report analyses gender-based investment climate barriers which constrain private sector development and identifies solutions to address them. Four investment climate areas are considered:
Public private dialogue
Starting and licensing a business
Access to justice, the courts, and mediation, and
Access to, and enforcement of, rights over registered land.
In each area the Report considers legal, regulatory, and administrative barriers to private sector development with a gender perspective. It asks whether women face different or additional constraints to those faced by men. And it makes recommendations aimed at ensuring that women benefit from ongoing efforts to improve Vanuatu’s investment climate on the same basis as their male counterparts.

This document serves to promote gender balance and improve the participation of women in UNFCCC negotiations and in the representation of Parties in bodies established pursuant to the Convention or the Kyoto Protocol. The Republic of Vanuatu acknowledges the great advancement made by Parties at COP18 on gender by adopting the above mentioned decision stating “Promoting gender balance and improving the participation of women in UNFCCC negotiations and in the representation of Parties in bodies established pursuant to the Convention or the Kyoto Protocol”.

The Vanuatu National Environment Policy and Implementation Plan 2016–2030 (NEPIP) is an illustration of the Government’s commitment to environmental sustainability and meets the requirements of a national policy and plan set out in the Environmental Protection and Conservation Act [CAP 283]. The NEPIP sets a solid policy platform for long term planning and action to respond to priority environmental issues being addressed by the Government and its partners. In formulating this policy, the Government focussed on the sustainable management of its environmental assets and the protection of its people.
The NEPIP is also part of a wider policy framework and addresses those matters included in the environment pillar of the National Sustainable Development Plan. It is also an indication by the Government in keeping with its commitments on the SAMOA Pathway, Sustainable Development Agenda 2030 and the Sustainable Development Goals.

In 2013, the Government of Vanuatu and UNDP requested technical assistance from the USAID funded Adapt Asia-Pacific Project to support four specialists, including an International Gender Advisor, to prepare the “Adaptation to Climate Change in the Coastal Zone in Vanuatu Project” (VCAP). The USAID Adapt Advisors worked closely with the UNDP funded consultants and staff from all implementing partner (IP) agencies including the Ministry of Climate Change (MCC), the Department of Local Authorities (DLA), the Public Works Department (PWD) and the Vanuatu Meteorological and Geohazards Department (VMGD) in preparing the project. In-country design work, including visits to all proposed V-CAP sites, was carried out in late 2013.
The aim of the project is: “To improve the resilience of the coastal zone in Vanuatu to the impacts of climate change in order to sustain livelihoods, food production and preserve/improve the quality of life in targeted vulnerable areas”.

Pacific women and girls continue to face significant disadvantages despite Pacific Island Countries (PICs) committing to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), with the exception of Palau and Tonga, Beijing Platform for Action (BPfA), the Revised Pacific Platform for Action on the Advancement of Women and Gender Equality (RPPA), and other relevant regional agreements. Gender inequality and women’s disempowerment are causal factors in why women and girls are disproportionately affected by climate change and disasters. These preexisting inequalities can be further exacerbated if gender issues are not adequately assessed or incorporated into climate change adaptation and mitigation, and DRR efforts.

Ecosystem and socio-economic resilience analysis and mapping (ESRAM) is the first phase of the Pacific Ecosystem-Based Adaptation to Climate Change project (PEBACC), a five-year initiative funded by the German Government and implemented by the Secretariat of the Pacific Regional Environment Programme (SPREP). The intention of the project (2014 – 2019) is to promote ecosystem-based adaptation (EbA) through the generation of new knowledge on local ecosystem services and its integration into development, climate change adaptation and natural resource management policy and planning processes in three Pacific island countries – Vanuatu, Fiji and the Solomon Islands.
This technical summary document reports on the findings from the first phase ESRAM activity that was conducted in Greater Port Vila between January and June 2016. Whilst it was understood at the outset that both climate and non-climate drivers would be important influences on ecosystem quality (and the services they provide), local engagement - through household surveys and community workshops - also uncovered substantial detail on the range of contemporary issues facing these communities: urban development, pollution, access to water, overharvesting and poor management of resources, sand mining, and climate impacts (including ongoing recovery from Tropical Cyclone Pam, March 2015). It is clear that the ecosystem and socio-economic resilience challenges for these urban and peri-urban communities are already considerable but will be further amplified by continued urbanisation and future climate change in the years to come.
