The Vanuatu Klaetmet Infomesen Blong Ready, Adapt mo Protekt (Van-KIRAP) Project is developing and delivering climate data, information,decision support tools and associated knowledge products in the form of climate inofrmation services to raise climate awareness and guide decision-making for a range of key stakeholders in Vanuatu.
The climate information services are relevent services are relevant across multiple time scales including current and future climate, and relate to five priority sectors: infrastructure, water, agriculture, fisheries, and tourism.
The product, specifically relevant over multi-decadal (climate change) timescale, are presented in multiple formats, including hard copy and digital, and are accessible via a new cloud-based portal hosted by the Vanuatu Meteorology and Geo-Harzards Department (VMGD).

To reduce the vulnerability of rural communities in Tonga,Vanuatu and Samoa to the impacts of Climate chnage,the proposed project will enable the transition from conventional to climate-resilient, regenerative agricultural (CRRA) practices. Through these practices, the delivery of agricultural ecosystem services will be enhanced and dependence on external inputs reduced.

The LECB Programme phase II aims to assist Vanuatu to implement Output 1 under the programme: Policies, institutional frameworks and national MRV systems strengthened and harmonized to mainstream national mitigation policies and targets in the context of NDCs. This output is expected to support the review and/or formulation of roadmap for NDC implementation including new mitigation actions beyond current NDC commitment periods. The key activity results includes: designing of NDC implementation plans and institutional frameworks; designing and implementation of MRV systems to support implementation and evaluation of NDCs and designing and strengthening the NAMAs in the context of NDC implementation through robust frameworks for NDC implementation plans and future rounds of NDCs.

The Ministry for Climate Change Adaptation, Meteorology, Geo-Hazards, Environment, Energy and Disaster Management, Government of Vanuatu, contracted NIWA (The National Institute of Water & Atmospheric Research Ltd.) for the ‘Supply, delivery and installation of Automatic Weather Stations (AWS) in six different locations in Vanuatu’ (SC G02).
This work supports the Adaptation to Climate Change in the Coastal Zone in Vanuatu (V-CAP) project, funded by the Global Environment Facility, implemented by UNDP and the Vanuatu Ministry for Climate Change Adaptation, Meteorology, Geo-Hazards, Environment, Energy and Disaster Management.
The overall goal of the project was to enable the Government of Vanuatu to develop improved climate information and early warning services for the people of Vanuatu, particularly in vulnerable coastal areas of the country.

Tropical Cyclone (TC) Pam was one of the worstnatural disasters in the history of Vanuatu. Thecountry suffered loss and damage to an extentthat vastly overwhelmed its own capacities. Astrong El Niño, in the months following the cyclone, actedas additional multiplier for existing development problems,especially with regard to water and food securityin rural areas. Vanuatu Red Cross Society is proud to have been involved in the development of the City Wide Risk Assessment Do-It-Together Toolkit for building urban community resilience. We thank the Global Disaster Preparedness Centre for selecting Vanuatu as a trial site for the coalition building climate change project.
We look forward to implementing the toolkit, and sharing the knowledge with other countries that are facing a similar situation in the fight against climate change.

Coastal fisheries provide staple food and sources of livelihood in Pacific Island countries, and securing a sustainable supply is recognised as a critical priority for nutrition security. This study sought to better understand the role of fish for Pacific Island communities during disasters and in disaster recovery. To evaluate community impacts and responses after natural disasters, focus group discussions were held with men and women groups at ten sites across Shefa, Tafea, Malampa and Sanma provinces in Vanuatu. The combined impacts of category 5 Tropical Cyclone Pam (TC-Pam) in March 2015 and prolonged El-Niño induced drought have had a profound impact across much of Vanuatu. Terrestrial systems had been disproportionately impacted with substantial shortages in drinking water, garden crops, cash crops and damage to infrastructure. Localized impacts were noted on marine environments from TC-Pam and the drought, along with an earthquake that uplifted reef and destroyed fishing grounds in Malampa province. Communities in Malampa and Shefa provinces also noted a crown-of-thorns outbreak that caused coral mortality. The significant reduction in terrestrial-based food and income generation capacity generally led to increased reliance on marine resources to cope and a shift in diets from local garden food to rice. However, limited market access, lack of fishing skills and technology in many sectors of the community reduced the capacity for marine resources to support recovery. A flexible management approach allowed protected areas and species to be utilized as reservoirs of food and income when temporarily opened to assist recovery. These findings illustrate that fish and fisheries management is at the center of disaster preparedness and relief strategies in remote Pacific Island communities. High physical capital (e.g.

As the #1 ranked country for vulnerability on the World Risk Index, the lives of men and women in Vanuatu are constantly threatened by climate change and disasters. Following the most devastating cyclone to ever hit Vanuatu – cyclone Pam in 2015 – and widespread drought as a result of a strong El Nino event throughout 2015 and most of 2016, the impacts are growing ever more severe with climate change predicted to increase the intensity and impacts of such events over time. This research assesses the extent to which the eight markets that UN Women supports through its Markets for Change (M4C) programme on Efate and Santo Islands are vulnerable to climate change.
The study set out to map, document and understand the relative vulnerability of these municipal markets and their vendors, farmers and wider communities to climate change risks. The outcomes are practical measures and policy recommendations that can be implemented by the M4C project, municipalities and other relevant stakeholders to reduce this vulnerability and to prepare for disasters.
The recommendations made are not simply for the purpose of future climate change adaptation but are ‘no regrets’ strategies that will benefit Vanuatu market vendors, women and communities regardless of the extent of future climate change. They will be implemented in a progressive fashion along with a disaster preparedness plan that is to be developed at each market as a priority. The island Republic of Vanuatu is one of the most climatologically and seismically vulnerable countries in the world. Situated in the Pacific’s ‘Ring of Fire’ and ‘cyclone belt’, it is susceptible to volcanic eruptions, earthquakes, tsunamis, cyclones and both flood and drought. With the onset of climate change, extreme weather events are increasing the number and severity of natural disasters. Within this document, an emergency shelter from impending disaster will hereafter be called an ‘evacuation centre’ (EC) and longer-term temporary accommodation for those who lose their homes as a result of disaster will hereafter be called ‘emergency or transitional shelter’.
Through strategic partnership, the NDMO acquired support from the International Organization for Migration (IOM) to write these guidelines to identify, select and establish a database of potential evacuation centres to supplement the organization’s plan to meet its strategic objective 3: Enhance Disaster Risk Management (DRM) operations preparedness, response and recovery for a safer, secure & resilient Vanuatu. The NDMO as the coordinating body, with the help of these guidelines, will also be able to map and classify the different key stakeholders, actors and strategic partners to reach the goal of setting up evacuation centres across the country to strengthen disaster preparedness and response capacity.

Between May 2013 and December 2014, CARE implemented a disaster risk reduction project in Vanuatu’s TAFEA province. The Yumi Redi 2 project aimed to increase the capacity of vulnerable communities to prepare for and respond to disasters. This case study of the village of Dillons Bay (on Errromango island) illustrates the impact of this project on the community’s practices before, during and after Cyclone Pam. Striking Vanuatu on March 13th 2015, this category five cyclone was one of the worst storms ever to hit the region.
In particular, this case study highlights the impact of the DIPECHO and Australian Aid funded project on the community’s capacity to share DRR messages; understand, heed and disseminate emergency warnings; prepare at household and community level; identify and manage evacuation centres; evacuate the community; consider the needs of vulnerable people; conduct needs assessments; develop links between various authorities within and outside the community; develop and support strong leaders and manage the initial emergency response until additional help arrives.

It is a plan that details the prevention, preparedness, response and recovery arrangements in the event of a cyclone impacting on the Republic of Vanuatu. This plan clearly states out the guidelines and information to all responding agencies on what needs to be done in coordinated planning during a cyclone in line with the National Disaster Management Act NO 31 of 2000 and the Disaster Risk Management National Action Plan 2006-2016.
Vanuatu is the world’s most at risk country for natural hazards, according to a UN University World Risk Index. A proof to that study result is the passage of devastating Category 5 Tropical Cyclone Pam (TC Pam) in March 2015 where numbers of lessons learned have been raised and discussed amongst humanitarian bodies as recommendations and way forward.
The NDMO is pleased to confirm that this 2016-2017 review of the Cyclone Support Plan is the major review of that document so far. We made sure that keys points raised during the TC Pam ‘Lessons Learned’ workshop were captured in this plan for a better coordination of response right after a cyclone has occurred. National coordination is indeed very important to make sure all the available resources are used accordingly to avoid duplication of effort.
Disaster is everybody’s business, for this reason number of consultations have been conducted with various government agencies and working stakeholders to collect their inputs and including them in this review of the plan. This document is the foundation of all agencies to see how best they can prepare to respond to cyclones at the right time, with the right resources, for the benefit of the affected people anywhere in Vanuatu.

This Urban Risk Management Strategy (the URMS or the Strategy) provides a response to the hazards, risks and urban growth trends identified for Vanuatu’s two urban areas, the greater Port Vila Urban Area and Luganville. It is Stage 3 of the Risk Mapping and Planning for Urban Preparedness Project (the Project) being undertaken by the Vanuatu Meteorology and Geo-Hazards Department (VMGD) as part of the broader Mainstreaming Disaster Risk Reduction Project. It also responds to the maping and assessment of earthquake, wind, river flood, coastal inundation and tsunami hazards and risks undertaken during Stage 2 of the Project. Moreover, it provides risk informed approaches to strengthen the formal physical planning framework and the informal (socio-political) system by incorporating risk information and risk reduction considerations into processes, policies and community activities.

“Adaptation to Climate Change in the Coastal Zone in Vanuatu” or the Vanuatu Coastal Adaptation Project (VCAP), has made steady progress lately towards enabling the Vanuatu government to increase the resilience of targeted communities to future climate change induced risks such as declining coastal and marine resources and intensifying climate related hazards.
As VCAP begins to address community level adaptation to climate change, the Vanuatu government has taken its first steps to engage community level representatives. Communities were consulted in the selection process for site based coordinators in Tafea, Shefa and Penama provinces. Hiring processes for the Project Implementation Unit in Port Vila continue to take place as well.
VCAP was able to facilitate several days of consultations and planning activities with community, Area Council, provincial and national level stakeholders during VCAP Inception Week. The final authority for VCAP is the Project Board, which had its first sitting during this reporting period. The results from this Project Board meeting will drive VCAP forward throughout the remainder of 2015.

The “Adaptation to Climate Change in the Coastal Zone in Vanuatu” or the Vanuatu Coastal Adaptation Project (VCAP) has recently recruited several key staff members within its Project Implementation Unit (PIU) and has made steady progress in delivering its Annual Work Plan for 2015 by engaging targeted coastal communities in a series of vulnerability assessments and climate change adaptation planning sessions.
As VCAP will support integrated community based approaches for building climate resilience, the PIU has worked closely with the Department of Local Authorities (DLA) and other various partners to develop a standard approach to performing vulnerability assessments and facilitating community-based climate adaptation plans. This “bottom-up” planning process will be complimented by various technical specialists and national level VCAP stakeholders who will further refine and implement components from these community plans in coming months.
Finally, this reporting period culminated in the VCAP Project Board Meeting, where senior authorities from the Vanuatu government and UNDP made important decisions affecting future project delivery and approved the Annual Work Plan and Budget for 2016.
This progress report details the various activities conducted from July through December of 2015. This is the third VCAP progress report produced to date.

A New National Disaster Management Office (NDMO) building for the people of Torba Province was officially opened last Friday.
Minister of Climate Change, Ham Lini, led a delegation to Torba on Friday to open the building.
The new building accommodates three offices, one server room, one conference room, one storage room, reception space, toilet and bathroom.
The total cost of this new facility is Vt25 million and was funded by the European Union through the assistance of the World Bank. The main aim of this project is to increase the resilience of communities in the country.
Torba is a strategic site for this project because they have an active volcano which makes them susceptible and vulnerable to Natural Hazards.
A similar building was built on the island of Tanna and could be the first disaster buildings established outside from Luganville and Port Vila to provide timely information and warnings to the people during disaster periods.
Core task Team leader for the Project, Tevi Obed, said they are very happy to assist the Vanuatu Government on the project because it is part of the country’s national priorities.
“They want to decentralize their services to the provinces so that the people can have easy access to disaster management services to help them in their preparedness for natural disasters”.
Mr. Obed said it is a good project for the people of Torba.
The Meteorology Department has forecasted that the country is likely to experience 2 to 3 cyclones this cyclone season and thus Mr. Obed encouraged the people of Torba Province to make good use of the new facility by taking heed of the information, advisories and warnings provided by this office in relation to cyclones as well as other disasters.

President for Torba Province, Erick Shedrack says the province recognizes and acknowledges every assistance towards the construction and establishment of the new National Disaster Management Office (NDMO) in Torba.
Mr. Shedrack made the remarks during the opening of the new disaster building last Friday.
The Torba Provincial Government President thanked the European Union, World Bank, Vanuatu Government, Contractor (Loli Construction) and the other stakeholders for making this project become a reality.
He said everyone cannot deny the fact that disaster has no respect for anyone.
Shedrack urged the minister to make sure the new building has all the facilities with necessary equipment and human resources required to provide essential service as intended to the people of Torba.
He said the Torba islanders will now no longer rely on the main office in Port Vila because they have a facility that will respond faster to the demands of the people of the province.
The new facility will service the people of Torba Province from Mere lava in the Banks group to Hiu in Torres Islands.
The Loli Construction Company completed the building within three months but the initial opening took more time before it was opened last week.
The building has two new water tanks, which are already providing rain water to the government workers serving at the Torba Provincial Headquarter on Sola.
Core Task Team leader for the Project, Tevi Obed says every three years the World Bank avails funds for the Vanuatu Government and Vanuatu gets around Vt3 billion.
This particular project was funded under a grant by the European Union, through the World Bank.
