Introduction to the EU-GIZ ACSE Programme
Climate change is already disproportionally affecting the islands of the Pacific. Although Pacific islanders have done little to contribute to the cause producing less than 0.03 per cent of current global greenhouse gas emissions, they are among the first to be exposed and the least able to respond. At the same time, despite efforts to reduce their reliance on fossil fuels and improve energy security, many Pacific Island Countries are dependent on almost 100 per cent of imported petroleum products for energy generation and transportation. Sustainable energy and climate change adaptation are therefore top priorities for Governments as expressed in regionally endorsed frameworks and national policies.
In response, the European Union (EU) is assisting fifteen Pacific ACP Island countries through a new regional Programme: Adapting to Climate Change and Sustainable Energy (ACSE) Programme funded under the 10th European Development Fund (EDF 10) Pacific regional envelope.
The objectives of the ACSE Programme are to enhance sustainable livelihoods in Pacific Island Countries, strengthen countries’ capacities to adapt to the adverse effects of climate change and enhance their energy security at the national, provincial and local/community levels.
The ACSE Programme has three components:
Component 1: the EU-GIZ Adapting to Climate Change and Sustainable Energy Component (18.64 million Euros) which is administered by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ);
Component 2: the Energy Catalytic Component (10 million Euros) which is jointly managed by the EU with the Asian Development Bank (ADB) and New Zealand in selected PACPs; and

The Government of Vanuatu proposes to make available, through local private utilities (UNELCO and VUI), a one-off subsidy to assist low-income households to connect to the existing electricity grid concession areas in Port Vila, Tanna, Malekula and Luganville. This project targets approximately 4,200 households within these areas that lack formal access to electricity (6,000 households that lack access to electricity entirely and a further 2,000 that have informal connections (e.g., shared with a neighbour)). In addition, funding will be available to provide basic household wiring, where household wiring does not meet standards or is not in place for these consumers. Basic household wiring is defined as the installation of wiring from the utility meter box to a Ready Board within the premises. The Ready Board will include necessary protection, and up to two light sockets with switches, two power outlets and two energy saving light bulbs. Premises will be connected directly to existing distribution lines (typically located on 2 the roadside) either above ground or below ground. Poles may be necessary to carry wires to some properties. This subsidy will be available for both post-paid and pre-paid (where available) service connections.

Pacific Islands are among the world’s most vulnerable regions to climate change as they are affected by repeated volcanic eruptions, earthquakes, cyclones, floods, droughts, and invasive sea level rise, which are rapidly eroding nations’ exceptional terrestrial and marine biodiversity, green coastal lands, nearshores, blue reefs and other aquatic resources. Economic development, and demographic pressure on land and marine resources, including overfishing,have already exacerbated these challenges. The loss of biodiversity, coastal lands, and aquatic life, has also had major societal and gender implications in shaping the quality of life for women, girls, boys and the elderly, including reduced livelihood opportunities, which are undermining women and youth’s voices in the conservation and management of communities' global commons.

This project aims to Respond Vanuatu’s obligations under para 29 of CMA3 UNFCCC decision, and to the urgent call by UN Secretary General, UNFCCC SG and COP26/COP27 Presidencies for all countries to submit a more ambitious NDC before COP27 to reflect national sectoral priorities and highest-level ambitions on adaptation, mitigation, and loss and damage.
Vanuatu’s 2021 NDC mitigation component remains the same, while 166 Adaptation Targets and 12 Loss & Damage Targets have been added, based fully on 38 existing sector policies.
The expected outcome of this NDC revision is to ensure that Vanuatu’s highest level climate priorities of adaptation and loss & damage are reflected, and that Vanuatu’s NDC comprehensively addresses all contributions it plans to make to meet the Goals of the Paris Agreement. This will support Vanuatu in its efforts to raise international climate finance, as well as showcase the severity of climate impacts and need for urgent action in support of grassroots communities and islands.

The Vanuatu Ministry of Climate Change and Natural Disaster and the United Nations Development Programme (UNDP) have signed a US$2.6 million project document paving the way for a sustainable energy project funded by the Global Environment Facility (GEF). The Barrier Removal for Achieving the National Energy Road Map Targets of Vanuatu (BRANTV) Project is funded by the GEF and implemented by UNDP in partnership with the Vanuatu Department of Energy. BRANTV has the objective of enabling the achievement of energy access, sustainable energy, and green growth targets of Vanuatu (as per the NERM).

As this is a pre-concept note, it outlines the project’s components, expected outcomes, expected outputs, and related budget. The project’s goal is to assist Pacific Islands develop hydrological and water resources data, information, product services, and management practices, to strengthen resilience of Pacific peoples to floods and droughts. It builds on existing infrastructure, data and information, institutional settings, and enhancing the safety, health, food and water security, livelihood and other socio-economic well-being of Pacific peoples.
The project’s objectives are: (1) To improve hydrology infrastructure and communication particularly flood and drought data and forecasting systems to improve early warnings; (2) To improve collection, management, interoperability and use of quality assured hydrological data to support hydrology products and services; (3) To strengthen collaboration among hydro-meteorological services, government, and stakeholders to better manage water resources and flood and drought early warning systems; (4) To strengthen the capacity of National Hydrological Services (NHSs) through accredited training/qualification at national and regional levels; (5) To ensure user requirement processes and development of knowledge management products for public awareness and outreach at all levels.
The project has 4 components that will focus on achieving the following: (1) To ensure effective and coordinated hydrology policy, legislation, and regulation; (2) To upgrade and enhance hydrology and water resources operational infrastructure and monitoring systems for improved resilience to hydro-meteorological hazards and threats; (3) To strengthen communication and awareness on the applications and benefits of hydrological data and products; (4) To improve capacity and knowledge of decision-makers and users of hydrological data and products.

The project consists of 5MWp solar photovoltaic (PV) plants with a 11.5 MW/6.75 MWh centralised battery energy storage system (BESS) with grid forming inverters (GIF) at Kawene, Undine Bay, and Bouffa in UNELCO’s Port Vila, Efate concession area grid which serves approximately 30% of Vanuatu’s population. The BESS will enhance climate resilience and stabilise grid integration of the PV plants. The project will also improve the reliability of the electricity supply to the water pumping station of Port Vila and thereby enhance the resilience of the water supply system. The project will contribute to Vanuatu’s NDC target by doubling the current amount of grid integration of renewable energy and decreasing diesel fuel consumption by up to 32%.

Performance-Based Climate Resilience Financing Mechanism in Vanuatu - LoCAL
Climate change is negatively impacting livelihoods for a majority of the population in Vanuatu, and is encumbering development and governance at the local level. These impacts will be heightened because of unfavorable climate projections such as the increased intensity of tropical cyclones. In addition, current efforts to adapt to climate change and its associated disasters are far from being transformational in scale and depth, and the need for adaptation across all sectors is immense. Consequently, it is important that adaptation to climate change is escalated at the local level to safeguard social and economic infrastructure, create opportunities for the most vulnerable communities to meet their needs, safeguard and restore critical ecosystems (for the purposes of livelihoods, income and biophysical integrity) and to foster resilient development into local governance
LoCAL in Vanuatu make use of the existing funding system and grants to provincial governments under and augment this in terms of finance for CC interventions, assessment system with focus on climate change adaptation performance, M&E to track additional funding for CC targeted investments and CB/TA to ensure mainstreaming of climate change through the entire planning and project implementation structure, see below.

To reduce the vulnerability of rural communities in Tonga,Vanuatu and Samoa to the impacts of Climate chnage,the proposed project will enable the transition from conventional to climate-resilient, regenerative agricultural (CRRA) practices. Through these practices, the delivery of agricultural ecosystem services will be enhanced and dependence on external inputs reduced.
To support the adoption of CRRA, the proposed project will:

The energy sector is the source of around three‐quarters of greenhouse gas emissions today and holds the key to averting the worst effects of climate change, perhaps the greatest challenge humankind has faced. Reducing global carbon dioxide (CO2) emissions to net zero by 2050 is consistent with efforts to limit the long‐term increase in average global temperatures to 1.5 °C. This calls for nothing less than a complete transformation of how we produce, transport and consume energy. The growing political consensus on reaching net zero is cause for considerable optimism about the progress the world can make, but the changes required to reach net‐zero emissions globally by 2050 are poorly understood. A huge amount of work is needed to turn today’s impressive ambitions into reality, especially given the range of different situations among countries and their differing capacities to make the necessary changes. This special IEA report sets out a pathway for achieving this goal, resulting in a clean and resilient energy system that would bring major benefits for human prosperity and well‐being.

An Indigenous led Network of community Environmental Champions, working together for the protection of biodiversity, sustainable development, customary governance, and climate/disaster resilience within the Santo Mountain Chain Key Biodiversity Area of the Western Coastline of the Island of Espiritu Santo in the Republic of Vanuatu
Mission
The Santo Sunset Environment Network (SSEN) shall serve as a catalyst to support and empower individuals, villages and communities in the West Coast and North West Santo region in improving environmental protection and conservation; and to influence the design and implementation of effective, inclusive, resilient and sustainable development strategies in keeping with traditional livelihoods.
Charitable Purposes
To contribute to its Mission, the Network’s charitable purposes include the following:
(a) To prevent environmental degradation by affirming and amplifying existing knowledge, skills and expertise of the people of West and North West Santo
(b) Building new skills, knowledge, awareness and capacity in areas of environment, climate change and other topics
(c) Promoting and enabling of traditional knowledge concerning issues of environmental protection and sustainable development.
(d) Reduce negative human impacts on the environment
(e) Facilitate a sustainable transformation in the way West and North West Santo communities use resources, including on the land, forests, freshwater, the ocean, atmosphere, and energy.
(f) To prioritize sustainable development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs.
(g) To inspire government, business, community, and individual action related to the environment.
(h) To organize, support, inspire and coordinate Network members to work together and speak with one voice.

Vanuatu’s Third National Communication is an essential document for Vanuatu to fulfill its reporting obligation as a Party to the UNFCCC. This report shows how Vanuatu is progressing in meeting its’ international commitments on climate change. The Third National Communication report, lays out the level of vulnerability and risks we face to the current impacts of climate change, how we are coping with these impacts, and what the future might look like as the climate rapidly changes. Furthermore, this report describes Vanuatu’s greenhouse gas emissions and documents the mitigation actions the nation is taking in the pursuit of low-carbon and climate-resilient development.

This report describes current trends and Vanuatu’s development ambitions and relates them to circular economy solutions. The most promising recommendations were selected at a national workshop and are based on an analysis of resource use, asset use and waste disposal in the country. The report’s structure and the analytical approach follows that of an earlier Shifting Paradigms project for the city of Almaty, Kazakhstan.10 The report is structured as follows:Part 1: Current situation, developments and ambitions: This part describes the current situation in Vanuatu and important trends going forward. It also highlights which of Vanuatu’s policies and development ambitions align well with a transition to a more circular and low-carbon future.Part 2: Thinking in flows and stocks: Part 2 maps out the material resources used in Vanuatu, distinguishing domestic products from imports. Data visualization helps explain how the use of products, materials and half-fabricates relate to GHG emissions in Vanuatu and emissions associated with the production of imported goods and services. No country starts from scratch when making the transition to a circular economy. Therefore, Part 2 also describes existing circular economy initiatives. They provide the basis from which to expand or develop new initiatives that rely on similar principles and enabling conditions.Part 3: Circular economy strategies: Stakeholders and experts from Vanuatu identified and selected the most promising circular opportunities, which are described in Part 3. The strategies were selected based on their material potential and their ability to reduce GHG emissions by 2030, and to contribute to the development ambitions described in Part 1.
