Vanuatu National Adaptation Plan
Vanuatu’s National Adaptation Plan (NAP) 2026–2035 sets out a strategic, evidence-based framework to guide the
country’s response to the escalating impacts of climate change. As a climate-vulnerable country, Vanuatu is exposed to
tropical cyclones, periods of droughts, and continuing ocean acidification, which affect the nation’s livelihoods, security
and identity. This NAP represents a whole-of-government and whole-of-society effort to safeguard ni-Vanuatu peoples,
ecosystems, livelihoods, infrastructure, and cultural heritage through coordinated, inclusive, and forward-looking
adaptation planning (The Government of Vanuatu, 2025; Department of Strategic Policy, Planning and Aid Coordination,
2016). The NAP builds on a strong foundation of national climate assessments including the Vanuatu Climate Risk and
Vulnerability Assessment (2026) and Van-KIRAP, aligning with key goals made by Vanuatu in the NSDP (Vanuatu 2030 The
Peoples Plan), the National Sustainable Development Plan (NSDP) 2016–2030 (commonly referred to as Vanuatu 2030
The People’s Plan), the Vanuatu NDC 3.0 (2025) which addresses commitments under the UNFCCC, including the Paris
Agreement, and the Vanuatu Climate Change and Disaster Risk Reduction Policy 2022–2030 (Second Edition) which
promotes synergy and alignment between climate action and disaster risk reduction (DRR).
