National Framework:
PACCCIL will support countries in implementing their Nationally Determined Contributions (NDCs) to the Paris Agreement, as well as their National Adaptation Plans (NAPs), in particular through enhancing access to climate finance.
In Vanuatu, this project reflects the key principles and approaches from the Vanuatu 2016-2030 Climate Change and Disaster Risk Reduction Policy, which recognises that “at the global, regional and national levels, disaster risk reduction and climate change agencies, activities and funding have been previously managed separately” and that “the best way to make use of resources and avoid duplication of effort”, this aligns well with PACCCIL’s aim in having a joint up, collaborative approach across the region. The strategy is also driven by two categories – systems and themes. Systems include governance, finance, knowledge and information, while themes include climate change adaptation and disaster risk reduction, low carbon development, and response and recovery. The systems category aligns well with PACCCIL’s first outcome, whilst the thematic category aligns to the second outcome.
The project also reinforces the priorities of Vanuatu 2030 | The People’s Plan 2016-2030, specifically around the environment pillar, goal 3: climate and disaster resilience. As part of this pillar, goal 3 is “a strong and resilient nation in the face of climate change and disaster risks posed by natural and man-made hazards”, with the following objectives:
• ENV 3.1: Institutionalise climate change and disaster risk governance, and build institutional capacity and awareness
• ENV 3.2: Improve monitoring and early warning systems
• ENV 3.3: Strengthen post-disaster systems in planning, preparedness, response and recovery
• ENV 3.4: Promote and ensure strengthened resilience and adaptive capacity to climate related, natural and man-made hazards
• ENV 3.5: Access available financing for climate change adaptation and disaster risk management
In Vanuatu, goal 3 and all 5 objectives are being worked on through a collaborative process, involving the key CSO networks addressed in this project, government, and other relevant stakeholders. This project will assist in further strengthening this process through capacity building, inclusion, advocacy, and empowerment.
